About this course

Funding and Investment Instruments for the Public Sector

This one-and-a-half-day course provides public sector professionals with valuable insights into the range of funding (debt) products and investment opportunities available to government organisations, including those offered by Queensland Treasury Corporation (QTC). It is designed to build financial literacy around how these instruments support long-term financial sustainability and strategic decision-making. 

Participants will explore the relationship between an organisation’s creditworthiness—both as a borrower and a lender—and the suitability of various debt and investment products. The course highlights how these financial tools can be aligned with organisational goals, risk appetite, and broader public value outcomes. 

Through a combination of expert-led discussions, real-world examples, and practical exercises, learners will apply key concepts in scenarios tailored to the public sector. This hands-on approach helps participants develop the confidence and capability to evaluate funding and investment options with a clear understanding of their financial and strategic implications. 

*The full cost of this course is $1500 GST excluded. QTC will be subsidising 50% of your registration fee. QTC subsidy has already been applied to the course fees, and the total amount you are paying is the remaining contribution.

Who is this course suited to?

The course is designed for those responsible for financial, funding, or surplus cash management. This can include: board members, chief executive officers, and, finance and treasury managers. 

No prior knowledge of the topics is assumed, however participants with previous experience in these fields may benefit from the course to refresh and extend their understanding. 

NOTE: This course is for Queensland Public Service staff only.

Who are the course facilitators?

Mr Peter Whelan

Peter Whelan is a financial consultant and lecturer. He lectured in finance at the Queensland University of Technology for over 30 years. In that time, he lectured a significant number of both undergraduate and postgraduate units. These include introductory finance units, advanced undergraduate units in portfolio analysis and derivatives and advanced finance units offered in honours and masters courses. He was a recipient of the Vice-Chancellor’s Performance Award for Excellence in Teaching. In addition, he has taught similar units at the Australian Graduate School of Management, the University of Queensland, Griffith University, and the University of Southern Queensland.

Peter has presented many continuing education courses and provided curriculum advice for both the Financial Services Institute of Australasia and the Governance Institute of Australia.  He has also run financial management training courses on such topics as financial maths, understanding company reports, portfolio management and security analysis. treasury operations and financial markets for numerous companies and government departments. He has undertaken many consultancies in the general area of financial management for both the private and public sector. These have included financial instrument valuations and financial strategy advice.
