About this course

QTC Education - Financial Proficiency Foundations - Townsville 2026 (Group B)

This program is designed to build financial acuity for General Managers and Team Leaders in a local government context. Through a one-day face-to-face workshop and follow-up half day session, participants develop a high-level understanding of financial principles, risk, reporting and governance. The course empowers leaders to make informed, confident financial decisions and is co-designed to incorporate council-specific content, frameworks and practical examples. 

This is a closed cohort offering for Townsville Council staff only. 

*The full cost of this course is $1500 GST excluded. QTC will be subsidising 100% of your registration fee. QTC subsidy has already been applied to the course fees, and the total amount you are paying is the remaining contribution.

What are the course learning outcomes?

Course Learning Outcomes: 

  • Understanding the importance of an effective governance framework for ongoing financial sustainability
  • Know the components of Council's budget, including what management has direct control over
  • Build confidence in analysing financial informatin and making good financially sustainable decidions
  • Use tools and techniques to measure, summarise, and assess financial performance, delivering value-for-money outcomes

Who is this course suited to?

This course is designed for public sector staff who have a role in financial management or decision making, across corporate, policy and operational roles. This course is particularly relevant for finance staff and decision makers who are responsible for financial risk management or the financial evaluation of projects. 

No prior knowledge of the topics is assumed; however, participants with previous experience in these fields may benefit from the course to refresh and extend their understanding. 

NOTE: This course is for Queensland Public Service staff only.

Participants will receive a digital badge upon successful completion of the course which can be shared across various online platforms so you can showcase your demonstrated skills and achievements.

Who are the course facilitators?

Mr Michael Shave

Michael is an experienced executive level government senior consultant with oversight across a range of organisational service functions. Michael has over 24 years combined experience in financial strategy and operations, and in providing strategic advice particularly for the local government industry from both the private and public sectors. Michael has the ability to clearly articulate complex financial and other issues in terms easily understood by executives, board members and elected representatives.
