About this course

Emissions Accounting and Reporting for Queensland

Are you receiving stakeholder questions on greenhouse gas emission and not sure what they are or how you should be trying to meaure them? 

This one-day course equips public sector professionals with the skills and knowledge to meet the state's new emissions reporting requirements. Participants will gain a comprehensive understanding of greenhouse gas (GHG) emissions accounting and reporting obligations within the public sector. 

The course focuses on data classifciation for Queensland Treasury's Emission Accounting Entity Emissions Tool to enhance transparency, compliance, and emissions management across agencies and departments. The course will also explore Treasury's Emissions Accounting Entity Guidance, the Financial Accountability Act 2009, alongside emerging discloure requirements under ASRS S2 and broader initiatives such as the Queensland Government Sustainability Report. 

Participants will gain a lcear understanding of emissions terminology, the structure of Scope 1, Scope 2, and Scope 3 emissions, and the categories within each scope. Through interactive sessions and case studies, participants will gain familiarity with the reporting requirements in line with Queensland Treasurys Entity Emissions Tool, learn to set organisational and operational boundaries, and operational boundaries, and develop strategies for data quality and risk management.

*The full cost of this course is $1500 GST excluded. QTC will be subsidising 50% of your registration fee. QTC subsidy has already been applied to the course fees, and the total amount you are paying is the remaining contribution.

What are the course learning outcomes?

Learning Outcomes: 

  • Explain the fundamentals of greenhouse gas emissions and the terminology used in GHG accounting 
  • Interpret key regulatory and reporting frameworks relevant to Queensland Government agencies
  • Distinguish between Scope 1, Scope 2, and Scope 3 emissions and identify and resovle data collection challenges
  • Define organisational and operational boundaries to enure accurate emissions reporting and compliance with Queensland Treasuary guidance
  • Implement strategies that use consistent reporting principles to structure data colleciton and reporting in line with Queensland Treasury guidance

Who is this course suited to?

This foundational course is designed for Queensland public sector employees responsible for sourcing and collating emissions accounting data for Queensland Treasury reporting requirements in addition to those considering organistional emissions in corporate strategy and performance. Relevant divisions may include prcurement, finance, sustainability, governance, compliance, reporting, asset management and strategy teams. 

NOTE: This course is for Queensland Public Service staff only.

Who are the course facilitators?

Assoc. Prof. Robert Hales

Rob Hales is the Discipline Leader of Sustainable Business in the Griffith Business School. His research interests focus on the climate change governance in  business, climate change policy and governance, carbon markets, sustainable tourism and working with First Peoples on consent processes and climate change. Dr Hales has completed numerous research consultancies for business and government throughout Australia. He is currently working on climate finance research projects aimed at facilitating transformation in climate resilient development.

Prof. Brendan Mackey

Prof Brendan Mackey is Director of the Griffith Climate Action Beacon at Griffith University, Queensland. He has a PhD in plant ecology from The Australian National University. He has over 300 academic publications in the fields of climate change research and biodiversity as well as related topics in environmental science and policy.
